I fish with a bass fisherman that slowly moves the boat along banks that have submerged hydrilla all the way out from the bank into 12 or 15 feet in most locations. Is there any effective way for me to fish for channel catfish under these circumstances? Or, would it be a waste of time?

Maybe set up a slip cork rig and drag some fresh cut bait or some kind of punch bait behind the boat at various depths.
