Hello, long time fisherman, new to the forum. Can anybody tell me if you can purchase a fishing license ( fresh or salt) for someone LEGALLY visiting from a different country? I can't find any language regarding this. Similar to a Non resident however since this person does not live here, won't have a social security number. if anyone has any experience dealing with this, feedback is appreciated. Thank you

Nonresident license should cover it.
For purposes of the fishing license rules, a person is either a Texas resident or they're not. if they're not a Texas resident, then they're a non-resident. Doesn't matter what nationality, etc the person is.

As someone who sold hunting/fishing licenses for several years, non-resident will cover them. I've sold many licenses to overseas guests including a group of hunters from Qatar. They'll need their passports to purchase them and I recommend going to a fishing store (not walmart) to get them because those people actually know what they're doing, but other than that, no problem.

My friend from Lenz, Austria comes over and goes bow hunting deer with me and all he has to show is his passport to buy the non-resident hunting license.

My friend from Lenz, Austria comes over and goes bow hunting deer with me and all he has to show is his passport to buy the non-resident hunting license. You can show US Driver License or ID as well (If they want to go thru the hassle and be her long enough, just depends on what visa they entered the USA). TxDOT will issue DL/State ID and expiration date will be same day as visa expires, They can get resident and save a few buck if they want.

Foreign drivers license are accepted in the US and Texas. Legally Texas will only allow 90 days on Non US license to use to drive. I think only country they allow past 90 days is Germany license, if you are visiting USA As I said if the person wanted to save a few bucks then they could get a Texas ID/DL and use it. I can think of a few visa where this would apply, such as a K1 visa or student visa.

I called TPWD today about my 17 year old nephew not having a DL to prove residence. They said to purchase a license no ID is required. She said the ID is required if the game warden stops you. For example, my Nephew would need to have his driving permit on him at all times to prove to the Warden he is a Texas Resident since he has a Texas Resident fishing license...but no ID is required to buy one. I found this very interesting as I thought you had to have ID or proof of residence when you bought a license.

A resident License is just that. A resident license..
That means you reside in the state of Texas full time.
You cannot be a resident of more than one state or country in the eyes of the TPWD.
We deal with this all the time with snowbirds that spend the winter down here. And a lot of Mexican nationals and a lot of folks with permanent resident status.
It is true that you can get a TX ID card.. But that does not make you a resident.
Many places will sell you a resident license when they shouldn't.. We see it all the time when we replace their license from a year past.
If they have a Texas drivers license, we will sell them a resident license. Very few folks will go to the trouble of swapping their drivers license back and forth each year as they migrate with the seasons.
Just because you are spending a month or even six months in Texas does not make you a resident.
