Today below the dam, at lake lavon, the wylie police jammed up a large family that had illegally dumped over 100 pounds of crawfish, a large load of big black frogs & what a few bystanders said, some kind of carp. The police had them out there picking up whatever they could grab from the shoreline. They basically had the trashcans we put on the street & large boxes & storage containers out there. It was a sight to see. A few guys were trying to use their castnets to get the frogs out.

You mean live frogs, crawfish, and carp? I've got to wonder if the people naively meant well, as it seems a lot easier to simply let them die and discard in a dumpster or something.

Sounds like they were trying to give the fish something to snack on to me?

In some cultures releasing water creatures (usually fish) is a custom for things like asking for a blessing, paying homage, giving thanks, etc. Cultural superstition, that sort of thing. That's actually how snakeheads snakeheads became a problem on the east coast, this guy admitted to releasing two of them as a ritual. It's probably how most invasive carp species got here as well...
