So I moved into my first duplex a little over a month ago and I have a small backyard that I am responsible for the upkeep for. It's maybe 15' x 15' and definitely has some weeds. The other side of the lot is stone tiles that have some weeds growing through so I need to get rid of those too. I just need some tips on what to use to get this grass weed-free, and soft and green. I have a little one that will be playing on it in the next year or so.

ALSO, I don't own a weed eater or mower, so could I get away with investing in an electric weed eater considering the small size of the yard?

That would be a good start. Shouldn't take long to weedeat that 15 x 15 patch of lawn.

Electric weed eaters are lousy IMO. And, it is tough to mow with a weed eater. I would buy nothing, you probably don't have much storage. I would hire a neighbor kid to do it, or go to HD and rent a mower, or, evil genius stuff, ask the nice neighbor if you can borrow his mower, and when he balks, ask if his kid might want the job.

Maybe a reel mower would be best for the lawn, and a electric weed eater for what the mower cant reach...

Spot kill with Roundup and use Scotts Turf Builder if bermuda and Scotts Bonus S with St. Augustine. Fertilize before the first of April.
