 1995 mercury 200 efi.. I'd these parts

I'm not a mechanic. I plan on taking this boat in for service but wanted to address these two issues. The silver "bell" was leaking what I assume to be fuel with the engine running. Fixed by tightening the screw. The drain plug has what appears to be oil on it... What is it?

Top picture their is a screen in that. Bottom is just the bottom ECM bolt

is the vst on this engine?

its tha black "canister" lookin' thing right behind pump.. there is NO filter inside it.. tha "screen" in tha round thing above tha pump can just be cleaned but tha "O" ring can be a pia.. there is also a small "coned shaped" filter (part # 823501 if ya can find one)in tha U shaped hose between tha vst and pump.. it gets over looked a lot. then ya can't miss tha filter/water separator on tha other side unless its been removed already which some folks do....

Thanks. Now if I wanted to check replace filters, where
is the vst on this engine? If you do not know where the VST is on your Merc you should not try to change the pump screen that's not their.
