If you want to cover more of the water column say around bridge pilings, hooks about 24-28" apart. If you're fishing deep water with fish holding near bottom, most people have the hooks about 18-20" apart. Also depends how you make the minnow rig. With one hook on bottom, then sinker, then second hook, about 20" is good. The length of the top hook leader makes a difference also. Too long a leader and the minnow tangles the line easier or twists the line. Leaders about 4-6" have worked best for me. Some people rig the top hook like a drop shot, but I don't like that setup. When a crappie tries to inhale the top minnow, the line prevents the minnow from getting deeper into the mouth. Crappie can spit it out very fast; usually before I can set the hook. Just my 2cents

A short leader 2-3" isn't going to be a problem.
