I was thinking about going to Travis and was wondering if I could launch at Pace Bend with a two wheel drive?

No, I am almost 100% certain that all boat ramps are closed on Travis.

Water is very low out there. the ramps are out of the water but folks used to put in right of the shore. dont know if you can do that now.

Shut up and fish!

No public ramps open on Travis. Some of the bass guys are launching off the beach at Dink Pearson, but I never have, so I can't speak for condition, drop-offs, etc. You can launch at Emerald Point for $35 or Highland Lakes for $40 and then there's a long run up the lake. I'm fortunate, I dry stack at EP and can get in/out with a phone call. You would think Travis would be a good fishing lake since no one can get in to fish it.. LOL

What size boat? We launched a 19ft Ranger at Dink 2 weeks ago without any issues.
