How is the best way to check to see if each bank is putting out the right amount of amps.

Chargers apply/regulate their volts. Batteries draw the amps as needed to recharge.
If you have no amp meter and only a volt meter, you could 1st discharge batteries to about 12.2 volts, then hook up charger and depending some on its amp capabilities and the battery size, charger should steadily raise battery voltages overnite (~ 8 hours) to be next morning above ~13.5 volts or more which means they are about fully charged. If they are still down, below 13 volts, the charger has been unable to recharge them.
