Does anyone know anything about puting in at the public ramps at Baytown and fishing from there. Any info would be appreciated.

which ramps are you referring to? Bayland park, 146 just north of Fred Hartman bridge, access Trinity bay and the ship channel. Roseland park, access to Trinity bay via Cedar Bayou. The only other public ramp I know of is at the nature center, it will take you right past the bayland park ramp to the ship channel and trinity bay.
