Is it the outboard stuck in one position or is it just just resting on the stops/ground? If it's the latter check the manual release out. If the trim motor sounds fine it's likely the release or a blown seal or valve.

Is it the outboard stuck in one position or is it just just resting on the stops/ground? If it's the latter check the manual release out. If the trim motor sounds fine it's likely the release or a blown seal or valve. This! The screw is usually located on the right (starboard side) of the mounting assembley. Unscrew it a few turns, manually move the motor into the up position, screw it back in and then try your trim. You may have to add fluid.
