Kinda depends on the wave frequency and well. When the waves are close together, it's driver, hull, length. When they're further apart I wanna be in a longer boat the span the gap between the waves so I would say driver, length, hull. That combination won't necessarly keep you dry but you're less likely to spear a wave, which probably accounts for most non-collision sinkings.

I go with motor. You need enough power to pick the front end up to keep from spearing waves. It takes a good throttle operator.
