Yo-Yo's on juglines?

For those that don't know a Yo-Yo is a spring loaded set line that I think is illegal to use in Texas as such because it is a safety hazard for swimmers. Would it be legal to use them on jug lines?

Suppose you altered it to be nothing more than a line holding device, to not rewind when unset.

Full Disclosure: They sent me some reels to try and review on my YouTube channel about a year ago. The video is up if you search for it on YT. It wouldn't be appropriate to post it here.

Honestly I didn't like the unit, as I prefer fixed depth jugs anyway. a small boat cleat would do just as well and be far more durable.

Still, the idea is commendable: adjustable depth on a reel-type unit.
