Hard to beat the excitement of top water hits. With this rain will come murky water and I think that is an advantage over crystal clear water for top water fishing.

Try the RonRog Transformer, rigging it with 1/2 oz on the 8 leaders and 3/4 inch on the center, at 3mph can tear up that top water action, as you will be trolling 2-6 feet. You can add the Easy Clipon weight to drop lower as the action changes.
