I was there a few days ago and the place was a sad mess. I don't think the city of Rowlett was prepared to take over the maintenance. Trash barrels had been taken up and trash was scattered all over the place. The grass was high and in bad need of mowing.

Two of them are fenced off with the rest of the park. If they were not sold way are they blocked?

It was all sold. The deal stipulated that one ramp remain open. It's all privately owned land, simply incorporated into the city of Rowlett. I don't know what that means for maintenance of the ramp though.
