I think if you flip him over to measure the other side he will be legal. Don't press his tail fins just swipe it up and down.

Funny, but I've seen crappie shrink a little in the Ice. They need to be 10 1/2 or you could have an expensive fish.

I've never checked the ones on ice but I've heard that before.
