Belton Ramp in Moffat?

I see a boat ramp in Moffat off Lakeaire drive in Moffat. Years ago I went with a guide and met him there. Is this ramp open to the public? I’m taking my dad early morning tomorrow for whites on a kayak and don’t want him to paddle all the way from Rogers. Paddling from this ramp would cut his workout in half and we could fish longer.

Public ramp. Lake is down 4.3 ft but launching a kayak is no problem. Bigger boat might be a problem; it's a short ramp.
