16-18 feet of water ?

Fished a tournament on Lake Waco today, caught three, one keeper.
As I was hanging around the ramp at the weigh in I heard multiple anglers talking about catching their fish in 16-18 feet of water, some said 16-20 feet.

So here comes the unintellectual question.

When they say 16-18 feet of water, are they talking about the depth to the bottom?
Or are they talking about fishing in deeper water, just dropping the bait down at that depth.

They were all mentioning senkos, but did not indicate how rigged.

Depth to the bottom. But.. if the fish are suspended above that you are going to need to find a bait and presentation for those fish, what ever depth they are..

Could be either but 98% says they were fishing bottom in 16-20'
