Feather tail turtle? OR, is that grass on the back hook? Everything else looks good though.

I've seen turtle lures catch bass, but they were slightly larger than a buzz frog. I'm not buying that lure caught a bass until I see video, either.
And I've seen thousands of turtles where I catch bass and never seen a bass look at a turtle even the ones bass could easily eat. I'm sure they eat them, just like everything else, but I'm not convinced it's a numbers bait.

Something a long time ago got me to thinking that bass would hit a turtle lure and I still do.
That turtle lure looks mighty big in the pic.

I have seen baby red ear sliders in the guts of blue catfish I used to catch out of a small neighborhood lake. I have seen up to 5 half dollar size turtles in one catfish.

Bass will occasionally eat rather small turtles if the opportunity presents itself but larger turtles are a no-go. They frantically scrape the basses throat and wedge themselves in a position that typically allows them to escape. I call B.S. on that picture.

The picture is legit, I came across this video the other day. The guy looks like he's messing with a guarding bass and finally pissed it off enough to bite the turtles tail. The fish was probably not trying to eat the bait more so than just "scare it away".
