I have decent scales, but have never invested in a culling system.
What's the best way to go without braking the bank?

Well, you could use the system I saw at a little tournament on our lake last week. A couple of guys kept all their fish in the livewell and brought them to the scales (probably 12 or so) and then just dumped them out on the grass. When they stopped flopping, the guys picked out what seemed to be the biggest 5 and took the rest of them down to the pier and dumped them (hopefully washing off some of the grass clippings).
This is kind of an informal little tournament.

For me CUL-M-RITE is the best way... without breaking the bank is a balance beam.
