04 Yamaha 200 bogging down

Seems like boat is taking awhile to get up on plane but then it seems to run fine.
Any suggestions on what to check?

Fuel filters, fuel lines, spark-plugs and fuel quality.

Run a compression and leak down test too. Easy to rule out this sometimes culprit. 2 Stroke or 4 stroke?
