What would be the best time of the year, to shop for "deals" on a small OB motor, like a Tohatsu 6hp?

Between January & March. That's when best incentives & rebates are out.

Bought the 5hp. Comes with external 3 gal tank and line. Should arrive next week

That's where I bought mine from. I called after order placed and they said they were out of stock but expected more Monday (5hp)
