Fish and ski motor set up

I know the ideal measurement for a bass boat is 3.5 is it the same for a fish and ski? I got a new motor last week and need to set it up. I took it out last night and with the new power I chime-walk a lot, currently it is bolted through the second from the top hole on the motor and sitting around 5 inches below pad. I didn't realize when I hung the new motor. I am planning on moving it to the bottom hole to raise it up

3.5 is typical for a motor hung on a jack plate. No plate? Has to be lower.

Porpoising is due to prop losing its bite at the current trim angle and speed, which can be caused by motor being too high. But your question is too vague without knowing details.
What boat,motor,prop?
What is your WFO rpms and speed?
The better the info the better the answer.

1991 ranger 397VS with a 2006 200hp E-TEC. I haven't looked at what prop is on it currently, I received 4 props when I got the motor
