Cleats on an aluminum boat

I have an old 14' v hull boat. It has thin rails and I don't know how would attach some cleats? It doesn't have any at all. Any suggestion is helpful.

Can you post a pic of the sides and rails of the boat. That may give us some ideas.

Stainless bolts and lock nuts?

Use a backer plate and through bolt it.

Rivnuts if you have enough void beneath the mounting surface.

Those would not work. They have a lip that would be on top of the mounting surface and would keep the base of the cleat from contacting the mounting surface. I ended up through bolting them on my Seaark and did the same with Driftmaster bases.
