1999 Yamaha C115TLRY

Looking for insight. When I start my engine it as full RPM like the fast idle is engaged even though it isn't. I have removed the cowling and manually engaged and disengaged the fast idle assembly starting the engine in each position. I get the same results regardless of the fast idle setting - full RPM. I have 115 model number C115TRLY.
