There's several old threads on Phelps lake. If I remember correctly, the access to the lake changed (fence)

Looking at google, I see no place for parking, but I did find no unauthorized vehicle signs.

It is a nice little lake. Last year they added a kayak launch and a little pier. I have caught bluegill and crappie as well as seen some decent sized bass. It also has a trail that goes all the way to the Y.

FYI the parking is on the street. They don't have a parking lot that I am aware of.

The first day I went, I walked up on a guy that was using a stick as a stringer for an 8lb bass he had just caught. He asked me if the fish was ok to eat, I told him that I normally throw bass back that are that BIG. But I do not pass judgment on people that want to harvest a fish as long as it is legal. Later on I noticed a sign that read "please practice catch and release" but honestly that fish had been out of the water too long, it wasn't going to make it.

The only reason I went to this pond is because I ran into a guy that works for the City of Rockwall and he said that Phelps lake is the only pond that they keep restocking large mouths in. I have been a total of three times. I have seen an 8lber caught. I have caught two 5lbers and six that went from 3lbs-4lbs. The pond is flooded right now due to recent rains, I was wading out and fishing a Texas rig on the flooded fishing pier and throwing spinner bait along the damn. There is some really good structure to fish out there, but only accessible by kayak. I am currently looking into buying a kayak....haha
