The city of Dallas de-parked the land so they could spend park maintenance money on parks their citizens actually use. Dallas decided to sell the land off for development. A deal was made between Dallas, Rowlett, and a private developer to purchase the land, and move the borders of Rowlett to contain it. It is all privately owned, and inside Rowlett city limits now. It's fenced off because they are going to do some massive earth moving and building there. They are going to raise the south end up several feet, taking earth from the portion north of 30. A sea wall will also be built around the southern part. The part north of 30 will be high end houses, and the part south of 30 will be commercial. Restaurants, retail, and most likely a hotel resort.
