It's hard to tell, but it looks like some sort of parachute caddis. Definitely has a parachute. parachute caddis images

Can you post a side view? This angle doesn't show much more than a wing and a parachute post, which doesn't narrow down the options very much.

I agree with Robin, it looks like a parachute post spent caddis pattern. But it's hard to tell which one from this angle.
