How long does it take crappie to begin using the structure? How would you determine the appropriate location, depth, etc., when placing the artificial brush piles?

I like 15' of water, usually a flat near deeper water. they seem to hold fish most of the year. I use a gps to find the ones I put out.

They will be loaded in May after the spawn is over and will hold crappie until November.

Thanks. Where do they go after November until the next spawn?

I usually go deeper, about 25-30', but didn't get to fish much this past year, with honey dos and the high water. the Benbrook ramp I use opened today, so hopefully I will get to, once I finish the chicken coop...

They will be on them sooner if you'll take some rough sandpaper and sand the PVC before you put them out.
Don't worry about doing a great job sanding, just knock out the sheen real quick so the algae will grow faster.
Or throw a little bamboo, willow or cedar in the mix to attract them faster thumb
