I think paddles are less noisy than pedals and what he said^^

Yeah, I agree that paddles are quieter than pedal systems. Keep your blade vertical throughout the stroke (including entering and exiting the water) and minimize contacting the kayak with the paddle and you'll be plenty quiet for fishing.
