I have a cover for my boat but it is not "skin tight".
it draws down tight around the boat but I use beach balls under the cover to make it shed water.
I have pulled the boat a short distance covered and it seems to stay in place and tight. I did not see ballooning so I do not think air was getting under the cover.
Would you recommend towing with the cover on?

covers come in two types. one is for storage, the other is for towing. which kind is yours?

I bought one specifically for towing and have towed my boat from Texas to California, Arizona and South Dakota with no problems.

I would say it is for storage but I have had some modifications made by an upholstery shop so that it draws tight all around the boat and straps to the trailer with 8 straps.
As I stated, I place a beach ball just behind the trolling motor to raise the center of the cover so it sheds water. Otherwise it would pool and hold water.
It is a single console if that has any bearing.

I would make sure you had an actual towing cover with ratchets and buckles. That could be dangerous if it came off while driving down the road.
