With all this rain we are getting is there any lakes that didn't get hit as hard and has decent water clarity?

The fish don't magically disappear when the water gets muddy. Just go fishing

They get easier to catch when the water gets stained/muddy. Fish will tighten up to cover. Put your lures as close to the cover as you can. And use dark colors.

As for decent water? Most lakes lower ends stay pretty clean.
