 Knot Question - Palomar on Both Ends?

Ok, I'm about to show my blondness...
I just watched Scott Martin's *NEW* video on the Donkey Rig (double fluke). He states that he is tying a palomar knot when he ties the swivel onto the mainline. That's fine, the swivel can go through the loop. But he mentions he ties a palomar on the other end too... How is that possible, when 'terminal tackle' is connected to a main line before the knot is tied? I can see it, if you tie it in reverse.
Am I missing a different way to tie a palomar?

Tie the swivel to the leader first.
Then swivel, leader and hook can be passed through loop of palomar.
