It will turn easily one direction but has a catch in it where gets hard to turn other direction. Can turn it back ok just on other extreme gets difficult. Can grab motor and turn it easily but hard on pedal.

Most likely bent shaft. Have you hit anything recently?

Bent shaft. I have put a wood block under one and stood on it a bit to straighten it out and that did work for me.

I once had the bearings inside the shaft dry out where it would not move with the pedal. I had to take the motor apart and re-lube the bearings in the middle of a fishing trip.

Check cable routing and condition at foot pedal.
