Fuel/Water Filter Trouble

I own a 2009 Skeeter 190 SX and I am trying to change the Fuel/Water separator/filter. I have always had dealer do it over the years but I have now begun doing much of the simple stuff myself. My issue is that there is a black cover that is attached the the back of the boat covering the filter. I unscrewed the screws attaching the cover to the boat but from what I can tell the geometry of the cover will not allow for it to come out unless I move the oil tank... Am I missing something? And if I am does the cover need to even be there? It's a pain to remove due to the attachment site of the screws. Any help is appreciated.

Sounds pretty normal just take everything out till you can get to the filter.

Ended up moving oil tak out of the way and then doing my best impression of Gumby getting to where I needed to get to..... I need to drop about 20 lbs.... Thanks
