 2016 Mercury 60hp Outboard Trim Problem

Trim goes up and down fine until I put it all the way up. Then, it won't go down. I can release pressure using the release screw on the side, then it works fine again. But, when I top it out, it won't go down.
The trim sounds like it's trying to go down, but nothing moves. When I press up, it really bogs down. I don't remember that happening before. To me, it's almost like it's past the upper limit.
Thoughts?

Sounds like the there is a problem with the valve body need to take it in and the trim unit should be under warranty they will replace the complete trim unit under warranty....OPTI

They will act like this when trim unit is just a little low on trim oil.
