My 2000 Stratos bass boat has no feedback steering but the wheel is hard to turn and it seems to be getting even harder to the point to my son who is 13 is hard to turn the wheel. I wanted to know if anyone has had this problem with steering cables if its easy to fix on your own if not about how much would it be to fix if anyone has had that kind of work done?
God said to them, “Be fruitful and multiply and fill the earth and subdue it and have dominion over the fish of the sea and over the birds of the heavens and over every living thing that moves on the earth.” Genesis 1:28

Disconnect the steering cables at the motor and see if it is easy to turn. That tells you if the problem is in the cables or in the motor. Unless the cables have breaks where water could get in and cause corrosion, the stiffness is more than likely where the steering arm goes through the tilt tube on the motor.
