For those that build your own leaders what pound line's do you use to transition. I think the rule of thumb is 60/20/20 (butt/mid/tippet). For this question lets say 7 1/2 to 9' ft for trout.

Depends entirely on the situation...but for most freshwater fishing, I pretty much tie leaders like Lefty says, but don't worry about precision in the lengths

Right now I'm using 5# tippets from Cabela's but when these are no good I'll use 4# and 2# monofilament .

that seems like too much work for me.
I use 2 sections 5x about 4ft 6x 4ft and tippet
depend on situation maybe shorter or longer.
Sink tip line for streamer fishing is another story
