ok, figured it out i guess. I am using the msn tff share album and i have to load them on there using the small size instead of the standard. seems backwards to me, (standard are small and small are larger).

Always save photos as JPG, and most photo editing software applications allow you to choose a level of compression, which helps make files smaller, though if you go above 15 or 20 compression level, you'll start to see a noticable drop in picture quality. You can also CROP photos to make them smaller, chopping off parts that don't matter.
