Yes and yes.

But the water volume in the lake is to great to receive the same benefits like Monticello used to or Welsh.

Do you know if it's already pumping out water or do they just run it on a few very cold days a year?

It rarely runs, if the demand is high or other front line plants are down, they will utilize the plant. And when they do the discharge is minimal

North Lake has been fenced off for about 15 years. Its probably become a snake infested mud hole by now.

I used to Duck Hunt on it. Fished it many times, it used to be on the other side of Beltline also. They filled that part in around mid 80's

NorthLake actually has some very steep drop off close to the bank. Back when it was open to the public drowning was common out there for bank swimmers.

I have heard report of people sneaking at night on Northlake in the summer time and fishing out of tubes....

There's a power plant on Hubbard but it only runs as a backup to provide power in high usage periods. In other words, very seldom.

You should drive by northlake, its all dirt now with just the lake sitting there, it will be filled in soon to build tons of apartments. The power plant itself has been imploded.
