I knew a restaurant on the Colorado River in Arizona in the early 1990's (Willow Beach Resort) where they would clean and cook your fish. (not all of them just what you were eating for that meal) You paid $5 bucks for the Fries and Drink for each person and your batter dipped Striper chunks. It was a great Idea, and fishermen always enjoyed this after a day on the water. Not sure how legal it was, but you weren't paying for the fish, just the service, fries and Drinks.

Last year the local TV station was doing a story in the town of Guntersville. It was bitterly cold and snowing. As they crossed the causeway, they noticed a single boat out on Lake Guntersville. They manged to track down the guy to see why anyone would want to fish in such miserable weather. Turns out he owns the last commercial fishing license in Alabama for catfish harvesting (there is no limit on catfish in Alabama). Regardless of the weather, he is required to run his trot lines every 24 hours. The TV crew actually spent a day on the boat with him to document what he did for a living. Commercial catfish farming in Alabama killed the Mom & Pop industry. He was the last of his breed.
