Talk about stupid laws. An Oregon man to serve 30 days and pay $1500 in fines for collecting rain water and snow run off on his own land.

That is illegal in Colorado as well, and probably some other states. I suppose it's because you are taking water out of the watershed without paying for it.

I'd like to see a challenge to these stupid laws. I can understand restricting wells and such if a person doesn't own the mineral / underground water rights. But catching water before it even reaches the ground? And even the most aggressive collection system captures what? A few thousand gallons? Hardly enough to affect anything downstream. Drop in the bucket.

where I was building in summit county we were required to put in retention ponds to offset the slab and any concrete or asphalt to hold the runoff. they do have irrigation ditches in the southern part of the state and get real picky about taking water out of them

You're actually supposed to have a permit for any pond or tank that you create. I think there is a certain size it has to be first.

Yep, and the state says he was actually damming tributaries of larger water supplies. I know it's sexy to cry government abuse, but I think there is more to this story than he is giving to the press.

Our Texas History professor told us that at least one person a year is killed over water rights in Texas.
