Tilapia have been in that lake for years, during the winter, when the water is cold, you can load the boat with a cast net or by snagging them in the discharge area. They are an excellent food source for the bass and are probably one of the reasons the fish there are so healthy. You are correct in the fact that they do eat plants, so due to their large and increasing numbers, it would be feasible that they are doing a number on the aquatic vegetation at Fayette.
Keep in mind that that if you happen catch a tilapia, it is considered an invasive species, so it's illegal by state law to release the fish back into the water alive. You must either keep it or gut it before returning it to the lake.
