I have lived in both DFW and Houston. The tow truck drivers definitely behave differently down there. I think it is driven by the coin in the hat race which does not occur in DFW.
I've seen the "scrum" more than once. Therein lies the root of the problem. If something good doesn't come out of this woman's tragic death (like major changes) I might have just found a new cause.
