I had a little freezer go out and a whole processed deer went bad, not real bad just a little to bad to chance. I've got it in a cooler on ice and thought someone might want to use it as bait?

From my understanding, if it is definitely bad and unfit to eat you may use it

Ive heard people say both. That the law only applies to game fish, not animals, I've heard people say any game species is illegal. Either way, I'm not gunna chance it. I tried to look up the law, but there are so many pages, I couldn't find it. If anybody is more familiar with the book, and wants to look it up, wed all appreciate it.
