A co angler who doesnt know better than this shouldnt even be fishing, Its common courtesy to not cast over in the the same spots or ahead of the boat.

I notice at Fork when someone gets a few fish others move in, This happens everywhere but no place I have seen that its as bad as Texas, namely Fork...Casting ahead or over your boaters is just as bad.

On the other hand, If my boater is one of those who moves in on anothers fish, i wouldnt sign his card at the end of the day. There is right and wrong and Boaters and co anglers alike need to follow the rules.
