Ok so Im getting my jon boat ready for the creek this weekend. I have a 25hp 1997 Johnson I got a great deal on that came with jon boat.I know it will need a carb job and water pump but what would be the first order of action to try and fire the thing up. It doesnt have a pull start and I hooked it up to a battery and the eletric start does nothing

Is the motor seized? Put it in gear and see if you can turn it. If so then the starter is probably bad. I am sure you have already charged the battery.

And I don't mean freely turn it. It is a small motor so you should be able to move it a little bit.

Make sure it is neutral!

There is a neutral dead switch.

make sure that the shifter is in neutral, it wont let you start it in gear.

Make sure the kill switch is hooked up, im sure it is new enough to have one.

Check battery for good charge, good contact

If nothing happens check to see if it is getting power to the starter... if yes then need to get new/rebuild starter, if no then need to fix wiring in-between.

A volt meter will be your friend.

Get yourself one of these to bypass everything and go straight to the starter to test it.
http://www.harborfreight.com/12-volt-remote-starter-switch-35448.html

It came in handy when I had to replace a piston and rebuilt my 125 a few years ago. Walking back and forth to the console and the motor got to be a PITA real quick.

The neutral safety switch should be on the shift linkage.

Do you have a volt meter? If so, check to see if you are getting power to the starter when the key is turned. There are too many possible problems to list, but with a voltmeter you can start at the battery and work your way down the line.
