That is correct. You either need 4 wheel drive or two trucks and a tow chain like I had to do 2 of my last 3 trips putting in at the dam. If no one else has used it and the ramp is dry you can do it but that is a gamble as there is not much traffic going through there anymore. The fishing however has been getting better on the south end. The campgrounds and the villages are supposed to be the only useable ramps still left.

Villages: Launch near the building. Stay to the right
going out the channel - trim your engine high.

Campground: Launch on the north side of the north
ramp. Prop wash bar 2 boat lengths out. Don't venture
south of the north ramp.
