I think I figured out your problem and it's all in your fly selection.
You have to understand that Holsteins are the carp of the cattle world. They're not thought of well by the mainstream beef folks, but there are a crazy few like yourself who just can't resist the lure of their bipolar and contrasting color scheme.
Like carp, Holsteins live in highly developed areas that more respected breeds like the sleek Angus, the large mouth Brahman, or the venerable hybrid F1 Tigerstripe would eschew as too close to humanity and polluted. Because of the selection of the Holstein for milk production, they have almost completely lost their instinct for schooling and are usually stalked as single prey (the much-discussed "walk-n-stalk").
Although many of the mainstream breeds can be caught without much effort on bermudagrass imitators or on attractor patterns like the range cube bugger, Holsteins are much more selective in their eating habits. The hatch we're trying to match here is commonly referred to by "milkers" as a total mixed ration or TMR. The TMR can be a maddening pattern to put together. If you think it's hard to get the hackle feathers situated just right, you've never attempted to lash cracked corn, silage, dried distillers grains with solubles, and a vitamin/mineral pack onto a 10/0 hook.
If, however, you're willing to go to such lengths, and if you're willing to be seen pursuing such high-contrast prey, a Holstein on a 7wt will be an experience you'll never forget.
