it is hard to say what to do with her, we do not know her likes and dislikes nor yours and the wifes
You and the wife have decided two things to not do , you should leave it up to her leave it open
She may just perfer a nice dinner and a movie ,or a nice drive over some old stomping grounds. or a picnic in the park one more time
Maybe she would like a small get together with friends
This was not said with any malice or ill temperment

Take her to a high end restaurant and let her order whatever she wants and treat her like a true adult. Then maybe goto the theatre and catch a play, somethi8ng that is very grown up and adult.

When I turned 21, my parents took me out driving around, we drove by one of my friends house and there were everyones cars, I remember thinking, why the hell are they having a party and didn't call me. Then we walked in... Best birthday ever.

If there's not going to be alcohol or gambling involved, why bother celebrating a 21st birthday? Without those two things, it is just another year older.

What are her interests??????

Striper fishing???

Dancing???

Baseball??

Fly to St. Louis..

Catch the rail to downtown and you can walk to the Arch, Baseball game, and get a taxi to the brewery.. AWESOME to see even if you dont drink!!

I'd let her go out with her friends. Maybe do lunch or an early dinner and then let her do her own thing. Lord knows the last thing I wanted to do was hang out with my parents the night of my B-day

Take her to eat early and then let her go with her friends for the night.

Just give her cash , smile , a 21 year old does not want to hang out with her
parents.

You and Mom go out and have a nice dinner and catch a movie, everybody is happy.
