Yes sir. Driving is not a requirement for fishing.Social Security # is a must.

Some people go to church and think about fishing. Some go fishing and think about God.

Just go by Academy or other retailer who sells them. Do you have your expired license? If so, just take that with you. Or memorize you driver's license number and go in and give it to the cashier. You're already in TP&WD's puter so either method will work.

They can even look you up by your last name and address.

located here is everything you need to know regarding licensing in Texas....

Where to Get Information and Licenses

Recreational hunting and fishing licenses and stamp endorsements are available at approximately 1,700 locations throughout the state in addition to the offices listed below. These locations include sporting goods stores, gun shops, department stores, discount stores, bait and tackle shops, grocery stores, and many other types of stores. Some commercial hunting and fishing licenses are available ONLY at the Austin Headquarters and offices listed below. For added convenience, recreational licenses may be purchased by phone or through the Internet with approved Visa, Discover, or MasterCard. A $5 administrative fee will be charged for those sales. I saw a fella get picked up one time in WM by the local authorities. The cashier and manager kept stalling for about 15 minutes while he, and several others behind him, were waiting to get a fishing or hunting license. I don't know what popped up on the screen when they scanned his driver's license, but I'm guessing it wasn't very good.

I've seen them do that at the tax-assessor/collector's office, but they only had to stall for maybe 1-2 mins before a couple dudes walked up and cuffed 'em. Of course it helps if you have a ton of LE in the building.

I'll bet the guy you saw go down had warrant(s). bad ones.

If you don't have a DL then you'll probably need a Texas ID card. I had to get one for my son, after he was caught by the GW without a pictured ID.

It depends on the clerk. Clerks are supposed to ask for valid ID. Is an expired license a valid ID? Some could care less while others will not issue a license. The same applies to cashing a check. In all the hundreds of licenses I issued I never got a terminal message telling me a warrant was issued. There is no place in the screen format for that, so it must be a special screen. I too wonder what popped up to notify the clerk to stall for the police.

I did this year at Walmart. I did not realize it at the time, as I never really pay attention to my DL. My DL expired 8/6/2010. I bought the Fishing license the last day of August. They didn't even ask about it.

Set the hook first, ask questions later!!!

I highly doubt your Academy or WalMart cashier is going to notice that your license is expired, and they're even less likely to care.
